How to counter Jax as Nasus
Force Jax to engage within Nasus's Spirit Fire whenever possible to maximize damage output from Siphoning Strike and nearby friendly creep.
As Nasus, your Q takes priority. Keep focusing on farming your Q and ignore Jax as much as possible. If he tries to engage, use your E and W to get him off of you as you retreat before going back onto farming.
Rush frozen heart against Jax for a few reasons. It gives you the much needed Cooldown Reduction, and reduces Jax's attack speed which he relies on greatly.

How to counter Nasus as Jax
Cleanse and QSS help against Wither. BoRK helps against his ultimate. His attacks in between Q don't hurt too much, so time your dodge. Most of the time, your damage output against him will be from your passives rather than from physical damage.
BUILD A LAST WHISPER OR A BLACK CLEAVER. A Nasus knows that most Jaxes today build lots of physical damage(BorK and TriForce procs, anyone?) and will build Frozen Heart AND Randuin's Omen, maybe a Thornmail to deal with that. % ArmorPen/Shred pays off.
DENY NASUS FARM. Like others have said, Jax must build and act aggressively to make sure he wins lane because if Nasus ever gets to his farmed point, Jax is done for. Take Ignite, go 21/9/0, max W(to deal with future armor builds), rush Sheen, whatever.
Take long sword and refil pot. Don't let him touch your minions. Start of with E to trade with him. Lvl 3 is when the good trades start, if you see Nasus try and go for a stack, deny him with E+Q+W combo. Try and rush sheen and Thornmail. Good for tradin

Jax for lane, Nasus for late game

Jax can slightly bullies Nasus in lane, since Jax outdamages Nasus.
After 6, Jax still has a small advantage
Some Jax players bring ignite instead of TP, and this is harder to deal with (since Nasus takes TP)
But when Nasus has completed a frozen heart, this is a different story

Both of them has a strong late game
But remeber Nasus's W can counter Jax hardly
And Nasus' Q deals tons of damage at this point

IMO this is about whose jungler shuts down the other top laner. How one gank goes can decide the entire game... Neither of those should be left unatended and free farming.

"Jax for lane, Nasus for late game" only works in bronze and maybe low silver.
In reality, even though Nasus's Q scales infinitely, all he has is his W to cripple a target. Late game, if he uses it on Jax, then he wont be able to do anything in the teamfight other than try to hit Jax, who is most likely very tanky (And Jax with an elixir of iron and merc treads means nasus W will only last around 2.5 seconds). Sometimes (I'm a jax main btw), I would even go for mercurial scimitar just to nullify Nasus's only way of shutting me down. If Nasus uses W on the ad carry, then Jax can just go all in and destroy the enemy carries or even help kill Nasus while the latter gets kited.
Nasus beats Jax in lane though. Jax has a weak early game, meaning he cannot bully Nasus around as hard as most top laners. This allows Nasus, an already potent 1v1 champion, to farm with ease (post 5-6 at least, if Jax is played correctly). After 120 stacks, Nasus with ult will devastate Jax
